Higleig Petroleum Services and Investment Co. Ltd. is willing to appoint a qualified candidate for the following Post: -

Post Title: HSE Officer.

Duties and responsibilities:

Under the supervision of the Section/Unit Chiefs, the HSE Officer performs the following duties (not exclusively):

• Up-hold the company & client HSE policies at work site at all times & report non-compliances.
• Interact with departmental heads, supervisors, workers, client safety department and subcontractors safety officers.
• Provide induction training to all employees before they start work on that site.
• Training of supervisors and workers, formal & on the job.
• Collection & collation of data and maintaining the project safety dossier.
• Monitoring, reporting & investigating incidents including near misses.
• Ensuring HSE certifications verifying integrity of equipments used.
• Cross- checking of vehicles/equipment and adherence to HSE standards en-route.
• Checking & verifying validity of drivers/operators permits and their attendance to HSE training/awareness programs & understanding of standard procedures.
• Prepare follow-up execution of site safety audit program as per safety plan & carryout specific safety audits when required.
• Monitor site & perform daily inspection to ensure work-area is free of hazards and identify any unsafe act or unsafe conditions.
• Timely implementation of all Remedial Action Plans (RAP) for findings from drills, audits, inspections, incident/near miss investigations, site visits etc.
• Ensure implementation of work permit system for all jobs at work –site.
• Attend & minute HSE meetings are held at frequency specified in project safety plan, and monitoring the quality and attendance level of staff.
• Developing of site Emergency Response Plan (ERP) & testing its effectiveness via regular drills with frequently as per safety plan.
• Provide weekly HSE performance reports & compile other statistics on request.
• Render HSE advice to project personnel & monitor compliance with safety plan.
• Perform any other duties as required.

• Development and Operational Effectiveness: Ability to perform a variety of specialized activities related to HR management, including administration of recruitment, contracting and performance evaluation, monitoring of transactions, reporting.
• Technological awareness: Ability to operate a computer with MS Word, Excel Power Point, Access and Data bases. Ability to type in both English and Arabic.
• Communication Skill (Oral & Written): Takes the initiative to communicate accurate, up-to-date plans and information to subordinates, peers, and management. Expresses thoughts clearly, both verbally and in writing. Listens and understands the views of others.

Qualifications:

• Education: BSc in science or any related field concentrating on projects Safety, Healthy and Environment.
• Relevant work experience: At least Three (3) years of relevant experience. Experience with petro mechanical sections or petroleum companies in general an added asset.
• Language: Fluency in written and spoken English and Arabic.
